A federal judge has denied a request to move all of this fall's municipal elections in Georgia away from "unsecure, unreliable and grossly outdated technology" and toward hand-marked paper ballots that are optically scanned and counted.

The original summary said the judge ordered paper ballots for 2020 and no more hanky panky with voter rolls.

Judge Says Georgia Must Scrap Outdated Electronic Voting Machines After 2019

The order from U.S. District Court Judge Amy Totenberg Thursday also requires the state to cease using its direct-recording electronic voting machines after 2019 (they must use paper ballots) and expresses doubts about the state's ability to roll out its new ballot-marking device system in time for the March 24, 2020, presidential primary election.

In the decision, Totenberg also directs the Georgia secretary of state's office to develop a plan to "address errors and discrepancies in the voter registration database" and have paper copies of poll books at each voting precinct.

I was pleasantly surprised during Nashville's August 1st mayoral/city council election to see that we've moved to paper ballots here.

They handed me a thick piece of blank paper that went into an electronic machine where I made my selections. When I was done it printed out my ballot with the selections I made. The last step was feeding it into an optical reader on my way out.

Georgia is ordered to use paper ballots NEXT year (2020) but not this year's elections due to time constraints.

On July 29, Georgia Secretary of State Brad Raffensperger announced Dominion Voting Systems would be the state's new elections vendor, winning a $107 million contract to provide new touch-screen machines that print out a paper ballot with a summary of the voter's selection plus a QR code that is scanned and stored.

So no, they are not going to hand marked paper ballots, they are going to touch screen balloting that prints out a paper summary ballot with a QR Code for counting and verification purposes.

Partially right. If they can't get to the new system in time, or the pilot doesn't go well, then the judge has ordered that they use hand-marked paper ballots:

The state must also create a contingency plan for the 2020 elections in case the new system is not completely rolled out. That includes designating several pilot jurisdictions that will use hand-marked paper ballots with optical scanners in their elections this fall.

You might consider being less condescending when trying to correct others. It'll leave you room.

LOL, that is the contingency plan if they f it up. The order is to stop using the old machines and implement the new system, not move to paper ballots.
