I'm kind of curious why he was the "acting" head of HS. That's sort of a temporary position to begin with, is it not?

donald has said he will name another acting head of HS next week.

Is there a problem filling the position permanently?

Trump has been appointing 'acting' cabinet officers because they don't have to go through the confirmation process.

Ken Cuccinelli, who previously didn't make it through a confirmation process, is being considered to replace McAleenan. He'd also be an 'acting' head of DHS.

BTW, Trump has refused to appoint Federal Election Commission (FEC) commissioners. Why is this important? They currently don't have a quorum, so they can take no action on our elections.
