One of two things must be true here: Either (1) Graham is flat lying through his teeth, or (2) he's a woefully ignorant lawyer who has never heard about Grand Juries.

Grand juries investigate behind closed doors. They interview witnesses one at a time, with all other witnesses excluded. Witnesses are forbidden under severe penalty from revealing anything that happened in the Grand Jury room. Defense lawyers and witnesses' lawyers are not allowed in the Grand Jury room - - just the prosecutor. Grand Juries return indictments. Indictments then go to full trial before trial juries, with full lawyers, cross-examinations and arguments on both sides. The trial jury then decides whether the defendant is guilty or not.

The House investigates behind closed doors. They interview witnesses one at a time, with all other witnesses excluded. Witnesses are forbidden under severe penalty from revealing anything that happened in the House committee room under severe penalty. Defense lawyers and witnesses' lawyers are not allowed in the House committee room - - just the committee members and their lawyers. The House returns impeachments. Impeachments then go to full trial before the Senate with full lawyers, cross-examinations and arguments on both sides. The Senate then decides whether the defendant is guilty or not.
