The State Department Inspector General is quite aware of that.

Which is exactly why it is so odd that the State Department Inspector General's report said the diplomat was the target of an improper retaliation.

It's the rarest thing in the world for any Trumpite to say: "Trump can't do that". Sitting here I can't think of any example.

We are dealing with authoritarian personalities here. This is no abstraction. These people have been waiting for a particular sort of person to come around and tell them what to do. With Trump they are as happy as pigs in sh--.

Well... she was fighting corruption, and apparently effective at it, in Ukraine. And, Trump claims that fighting corruption was his goal in investigating Burisma. So, her firing contradicts his claim that this was not about targeting his political opponent, but instead was about combating corruption in general.

In reality, it looks like the reason for her firing was that they needed to get her out of the way before they would feel comfortable engaging in their quid pro quo for Ukraine to help Trump by targeting Trump's domestic political opponent. It shows mens rea, a "guilty mind", that they knew what they were doing would not pass muster so they had to get honest people out of the way before they could do it.
