The Justice Department inspector general's office told witnesses set to review draft sections of its long-awaited report on the FBI investigation of President Trump's 2016 campaign that they would not be allowed to submit written feedback, but later asserted that was not their intention after a Washington Post report disclosing the unusual restriction.

Witnesses, they said, are being asked to review their sections in a secure area, after signing nondisclosure agreements, according to people familiar with the matter. The witnesses have also been told they will not be allowed to remove any notes they make about the document, the people said.

The moves have left some witnesses concerned that their objections might not be recorded precisely and incorporated into the inspector general's findings, the people said. The witnesses, they said, are also concerned that the process gives the inspector general complete control in characterizing any comments witnesses make " and leaves witnesses with no ability to create a paper trail that might help them show their words were captured inaccurately.

I cannot think of a single salient reason for the seemingly unprecedented restrictions being placed upon witnesses regarding this IG report. Since the end goal is to release it publicly, why would the relevant impressions of those who provided the information not be recorded to protect/support/ or object-to what the report will be claiming? And non-disclosure agreements have to be signed? Do these agreements expire once the report goes public?

As per usual, nothing that Trump nor Barr and subordinates touch should be considered unbiased until confirmed as such by respected sources and/or evidence of veracity. The facts surrounding this review process don't portend to show transparency, they point to every indication of an incoming snow job of obvious malevolent intentions.

DOJ is smart to back down on this. This is a situation in which adhering to procedural regularity will be critical to preserving confidence in the findings, at a period in which institutional confidence in the Department has been dramatically eroded.

A reason is giving in the part of the article you quote...

Given AG Barr's misleading "summary" of the Mueller report, I'd say that the witnesses had a valid reason to be concerned.
