"The dog charged him," NYPD spokeswoman Sgt. Mary Frances O'Donnell said in a statement, according to the Times. "He let one round go. He killed the dog." Accounts varied on whether the dog was wearing a leash. The Secret Service claimed in a statement that the animal was "an unrestrained and aggressive canine," but a law enforcement official familiar with the investigation told the Times the dog was leashed but that the owner was not holding the leash at the time the agent shot the dog. Statistics on the number of dogs killed by law enforcement are not immediately available, although NYPD use-of-force records indicate New York City officers shot at dogs on four occasions in 2018, killing two.

The original article I read-- it's behind a paywall-- said the dog wasn't on a leash.

There was a picture of the dog covered by a sheet, the leash was clearly coming out from under it.

This article says the dog was on a leash, but the leash was not being held by anyone.
