While the US Justice Department has concluded that the Chinese military hacked into the credit-reporting service Equifax, it was the broken US political system that made such a hack possible. A combination of lobbying and ideological inflexibility has made it impossible for Congress to pass good federal privacy and cybersecurity legislation.

Hate to break it to everyone but this is how most companies are run, also. I go through crappy politics every day to try to mature our security posture and business leaders still find ways to justify not spending the money or providing the resources needed. A breach that is world-shattering is going to happen one day, the only question is when. The Sony breach is about as close as we have come and that did impact a lot of things most people don't know about, and caused a lot of taxpayer money to be spent picking up the pieces. With enterprises being so geographically diverse and globally connected, there will be a successful attack that impacts world economics on a large scale one day.
