Here's my take on the Pardon binge Trump has embarked upon:
In electronic warfare, Military aircraft drop bales of "chaff" which is shredded aluminium. These slow falling, tiny pieces of aluminum create false radar targets which can draw Enemy fire and by creating many targets, help to prevent the real target from being recognized, and destroyed.
By Trump pardoning lots of miscreants, he is dropping political chaff. He has no concern for these individuals, nor their crimes, except as they become political chaff for "Important" VIP Pardons.
Each convict pardoned, provides 'political camouflage' for all the others, thereby, sheltering the important ones. You know, his ----- buddies and Co Conspirators, the ones who lie to Congress for Trump, and provide cover for him.
By granting multiple pardons, Trump also creates "pardon fatigue". He gets people arguing over inconsequential pardons so that they are tired of talking about pardons by the time the limos pick up Stone and Flynn at either the courthouse, or at the prison gates.
If Trump pardoned only Stone and Flynn, the political blow-back would be enormous. By pardoning the many, the Hair Fuhrer, and the GOP and Trump cronies, can slip out, bearing much less burden, due to all the others who are being pardoned along with the political bigwigs.
Blago is the chaff who lets GOPers dismiss the allegations
of 'Pardon Abuse' by harrumphing that his pardons are not political abuse because they are "bi-partisan".
Trump also provides GOP cover-up talking points as the pardons create heat on the GOP, who will maximize the chaff drop, by deflecting questions to the other, non Trump connected pardonees whenever pointed questions are brought up to Trump's flying monkey squad GOP.
Cant you see McConnell on FACE THE NATION taking the question of Stone and Flynn Pardons? It will sound like this: "I dont think you can look at the Stone and Flynn Pardons as political any more than one could his many other pardons, and blah, blah, blah". And then, the interviewer says '...I guess will have to leave it there'.
Trump could not use this tactic if the GOP were not accomplices; but, as the Impeachment displayed, Trump, and everybody else, knows that the GOP will say, neither schit nor Shinola about it.
