At Milken's sentencing, Judge Kimba Wood told him:

You were willing to commit only crimes that were unlikely to be detected. ... When a man of your power in the financial world ... repeatedly conspires to violate, and violates, securities and tax business in order to achieve more power and wealth for himself ... a significant prison term is required.

Combover Quisling loves him some white, white collar criminals. He must see them and think about his own history of crime and think "there but for the grace of Beelzebub go I." These were statement pardons and commutations, he doesn't believe in white collar crime prosecutions, the law should not apply to rich people and there should not be long sentences for those who break the public trust. He's warming up to pardon Stone, Flynn and Manafort probably immediately after the election win or lose.
