Katrina Mulligan served as an attorney adviser and director for preparedness and response in the National Security Division at the U.S. Department of Justice, where she represented the department on a wide range of National Security Council (NSC) policy committees. The plan touted by Trump's press secretary was finalized in January 2017 before Trump's inauguration.

You can't believe a single word from any Trump official about anything without first fact checking to make sure that it is true. This is why reporters in press conferences remain at such a disadvantage when the inevitable gaslighting begins from the podiums and gaggles.

So it turns out that the "better" plans that focused on bioterrorism as it priority was simply another anticipatory document created by Barack Obama's preparedness teams who were able to theorize more than one probable future crisis - unlike Trump's 3 1/2 year tenure now proving them unable to competently navigate even one.

This administration takes its cues from the top - lying is preferred to admitting any weaknesses, especially incompetence. This is the legacy of Trump.

Chump and his lumps didn't read any of these plans. They don't have a plan other than to lie about their failings and loot the treasury.

It would have to be Obama's, as trump hasn't created a plan for anything during his entire, miserable first term. He sure has destroyed his share of good, working plans though.
