Both Gov Cuomo and Pres Trump got off to a slow start. However, Pres Trump being at the federal level, he should have been more aware of the pending crisis, especially since his agencies briefed him about it. Gov Cuomo had no access to the Presidential Daily Briefings.
How they changed their actions once the severity of the pandemic became evident is quite telling.
Gov Cuomo took the NY government into crisis mode, holding daily, informative press briefings (which were not all happy talk), and acted appropriately to help the people of New York State.
Pres Trump, on the other hand, went into re-election mode, tried to hid numbers that would diminish his re-election chances, offered contradictory messaging from one day to the next, encouraged those who were not following the federal guideline to continue to not follow those guidelines, held daily press briefings that were so disastrous that his fellow Republicans were begging him to stop holding those press briefings.
So yes, they both got off to a bad start.
Gov Cuomo released his mistake and acted accordingly.
Pres Trump never realized his mistake, indeed, made more of them, and is continuing to make grave mistakes as he focuses more on his re-election campaign than on the health of Americans.
