Z'berg must have a lot of politicians in his pocket to be keeping anti-trust litigation off his doorstep. He should have been slapped silly after the privacy issue thing a couple of years ago.

While that is the goal, large companies become inept and unwieldy so "maximizing" money is not possible. In my experience the scale of waste through poor management is massive in large organizations. The top doesn't understand the business at a business level. They manage through "numbers".
