Why is he not facing criminal charges for collecting $1,100,000 for speeches he never showed up for?

Fraud is a crime.
Fraud of $600,000 is a felony.

With all due respect, and I am not a fan of Favre's politics, this is an administrative/contractual issue and largely a result of COVID shutdowns. From what I can tell he didn't do anything wrong as long as he repaid the money, which he did.

With all due respect, something stinks in the state of Mississippi.

Favre appears to have been happy to keep the money he received for no-show work until the investigation came knocking on his door.

Multiple other people have been indicted or convicted in this embezzlement scheme.

As an aside, from the NPR article: "Mississippi Community Education Center, operating as Families First for Mississippi, received more than $44 million in government grants from mid-2014 to mid-2018, according to nonprofit tax filings. Amounts spiked to $12.9 million and $26.7 million in the final two years, as Davis outsourced a large portion of Mississippi's Temporary Assistance to Needy Families spending to the group."

Privatization of government operations, once again, proves a ripe area of enrichment for the private sector.
