The original patent was rejected because the author could not provide a proof of concept, which is mildly interesting because the Patent Office stopped requiring a working prototype a hundred years ago.

The USPTO also said what he describes is well beyond our current technological grasp... not that it wouldn't work, just that we can't build it.
