They have made it so that every election from now on can and will be questioned. The election integrity of the United States is forever tainted. How can we send observers to elections in other countries when we can't secure our own? Orderly transfer of power is finished.

While I don't know all the legal aspects of this (I'm sure its wrong to access data without permission), it would appear his motive was to monitor the data for irregularities.

Don't assume I support his actions but it appears his motive was less nefarious than it appears.

Did he attempt to change data or get a copy for his own use?

Regardless this isn't good.
