How come the FBI didn't dump the contents on the floor, take some pics and send the pics to the press to be published? Isn't that how it's normally done?

The National Archives first asked fmr Pres Trump about the documents in May 2021 (yes, 2021), nearly a full year before the 2022 date the cited article notes.

So, the National Archives had been trying to get fmr Pres Trump to return the documents before it put up that public section of its website.
