Incredibly unethical.
If the goal is to incentivize organ donation, why focus exclusively on the incarcerated? They have tremendous motivation to want to get out of prison and therefore may not make a reasonable decision if this program is available.
This is honestly a sick proposal and i doubt it will go anywhere.

If some inmate had say a one in a billion protein in their blood I would be okay with their getting their own prison cell and a special diet delivered to them every stinking day along with their own medical team so long as they kept donating blood.
You know what I wouldn't be okay with? Their getting a single day off their sentence.

Why not just let the rich pay for organs from the poor?
This crap has unbelievable potential for abuse. It is abuse. The Chinese do something similar and it's called monstrous. They harvest organs from the executed.
That's arguably less exploitative than this is.

The Chinese do not do something similar. The Chinese literally "execute" prisoners for their organs through organ donation and sell them.
