Unlicensed taxis have been prohibited for pretty much forever and pretty much everywhere that taxis are licensed. Partly to give cities a revenue stream by selling taxi medallions, partly to protect the public.

Granted, the taxi business was in need of some major improvements, with refusing to take credit cards, no electronic tracking, etc, but that didn't require throwing the baby out with the bathwater.

These ride-share "disrupters" started throwing their money around at our politicians and suddenly letting every random stranger who possessed a driver license pick people up and drive them to wherever they pleased seemed like a good idea.
