While I don't think that phenylephrine was completely ineffective, it's not nearly as good as pseudoephedrine. The entire reason phenylephrine came on the market was to replace pseudoephedrine which was being used to produce meth.
Ephedra was pulled from the market entirely for similar reasons. Ephedra was the most widely used dietary supplement in the US for several years and did wonders for boosting energy, helping weight loss, etc.
Luckily pseudoephedrine is still available and works great. Just have to go to significantly more effort to get ahold of the stuff as it's now behind the counter so you have to deal with pharmacy staff and can only purchase limited quantities.

Why is the appropriate agency in government not doing objective double blind studies on many of these medications and supplements as to effectiveness and tracking them for harm? They spend billions on wars and illegal immigrants and other non proven suppositions but fail to do their most fundamental job. Meanwhile the public may be wasting tons of money.

For over 40 years I've taken both a decongestant and antihistamine every single day to just be able to breathe freely. Prior to the meth epidemic, the medication I took all contained ephedrine. Once it went behind the counter I was forced to switch to phenylephrine because I also took Primatene for asthma which was also moved behind the counter. I couldn't buy both due to the federal limits so I switched the decongestant.
For me, phenylephrine has always worked - I've taken it exclusively while stuffed-up and experienced relief within 15-20 minutes. But there have been times when I realize my air passages are swollen tighter, and in these cases the drug has been wholly ineffective. At those times, I take an anti-inflammatory like Aleve.
Currently, I take one phenylephrine every morning with my other meds including generic Zyrtec and as I'm breathing freely as I post, it almost always has worked for me. I heard from a snippet of another story about this that maybe the other ingredients along with phenylephrine does provide decongestive relief, so there's that. But in my experience the drug has worked, but it's never been as effective as pseudoephedrine

How well would a corporation do if half the members on it's board were trying to destroy the company? That's what republicans do to government services.

I can tell the character of a man by the company he keeps. If I looked around at my political party and saw russians, confederates, and oil emporers, I'd wonder if maybe I was on the evil side. Its not surprising you're miss the point. The government isn't providing its basic contract any longer, yet its involved in everything else.
Nothing is working. US government systems are crumbling.
Its not a government of the people, the US is a government over the people.
