I am not surprised by this order, because Judge Alsup's finding of organization standing was pretty vulnerable under SCOTUS precedent. (Presumably that's why Kagan didn't note a dissent.) Alsup has more paths available to reward further relief to the plaintiffs--this isn't the end of the story.
