US military officers conducting this type of mission would be Defense Attaches (DIA) from either US Embassy Minsk or US Embassy Moscow. These two "US military officers" showing up unexpected at a Belarusian-Russian military exercise look a bit pale and odd. I'm long retired, but these uniforms look like the outdated woodlands pattern camouflage BDUs and their caps look strange.
