Canada: Military Intelligence Officer Arrested for Espionage

On 10 Dec 2025, the Canadian Forces National Investigation Service (CFNIS) arrested and charged Master Warrant Officer (MWO) Matthew Robar, a member of the Canadian Forces Intelligence Command, with multiple offenses pursuant to the National Defense Act (NDA). The investigation began in 2024 and focused on the unauthorized disclosure of safeguarded information to a Foreign Entity.

From five suspects, Russia, China, Iran, Israel, or India, most likely Robar spied for Russia.

Canadian press reported that "a man with the same name as MWO Matthew Robar was most recently stationed at the Canadian embassy in Serbia."

Slavic brother nations Serbia and Russia have deep historical bonds which makes Belgrade much easier for GRU/FSB agents to operate in.
