It's not a great law as it does not apply to all retailers and it doesn't allow consumers to sue retailers who violate the law but it's a good start in expanding consumer protections.

This punishes consumers for being successful at negotiations, and rewards people who are bad at negotiating prices.
How will people ever learn to negotiate the best price if the store can't open negotiations with the worst price?
