Maryland First State To Ban Dynamic Pricing

Maryland became the first state to ban so-called surveillance pricing in grocery stores. The ban prohibits large retail grocers from using personal data to change prices in real time for individual customers. The law also prohibits grocers from changing prices on an item more than one time per day.

It's not a great law as it does not apply to all retailers and it doesn't allow consumers to sue retailers who violate the law but it's a good start in expanding consumer protections.

This punishes consumers for being successful at negotiations, and rewards people who are bad at negotiating prices.
How will people ever learn to negotiate the best price if the store can't open negotiations with the worst price?
