Secretary of State Marco Rubio said the Iran war is "over" during congressional testimony on Tuesday, in spite of an admission that negotiations to reopen the Strait of Hormuz and curb Tehran's uranium enrichment are not guaranteed to produce a deal. Rubio's declaration that the war had ended came during a testy back-and-forth with former Senate colleague, New Jersey Democrat Cory Booker, who shot back at the U.S. official during a Foreign Relations hearing: "The war is not over."
