French President Emmanuel Macron declined to join and Canada PM Mark Carney expressed "conditional interest" in joining Dummkopf Trumpf's pay-to-play alternative to the UN Security Council.
I doubt hardworking Canadian taxpayers will want to contribute one billion dollars to Dummkopf Trumpf's coffers, hence the PM used the term "conditional."
