This May 1, labor councils from Milwaukee to North Carolina, from UFCW locals to teachers' unions, are marching with a demand that cuts to the heart of today's crisis: Workers Over Billionaires.

In American English, an "effigy" used in this fashion is roughly equivalent to a pinata or the burning of Guy Fawkes ... uh, effigies. Nobody believes the people doing this are actually inflicting harm on living creatures or believe themselves to be doing so.
