Impulsive ideas sometimes have consequences. What began as a supposed revolution in government efficiency has unleashed an unprecedented crisis in U.S. food security.

It was the job of Jonah Ulmer and his colleagues at the USDA to identify and quarantine highly destructive species that appear on perishable goods during the inspection process. But Ulmer was abruptly fired last month.
