From what I hear, Pres Trump seems to make decisions based upon two things:

1) what he wants to hear

and

2) the last person in his office to tell him (1)

And that policy seems to lead to his apparent whimsical approach to tariffs that we have seen.

I mean, why did Sec Bessett and Dir Hassett seem to prey upon a time when Mr Navarro was otherwise occupied to go into the Oval Office to persuade Pres Trump to back off tariffs?

Why did they seem to wait until Mr [~tariffs are great~] Navarro could not be present before they presented their case to Pres Trump?
