I saw the signs in 2009 before I bolted SoCal for NoCal. At the time, I was paying $1600 for a 1-bed upstairs apt in a working class neighborhood next to LAX. The same apt now goes for $2700. And we wonder why the sidewalks in LA are completely covered with tents and shelters made of plastic tarps and shipping pallets. There is no more damning example of man's cold indifference to the plight of their fellow man than the sidewalks of Los Angeles. This scourge may not be all that noticeable where you live, but if this 18% remains a constant--or climbs even higher, well...
$20 says he skates. Your interpretation of the word may vary, but my bet still stands.
