I haven't seen where that's the case with the homeless, but aside of a steady supply of street drugs and cheap wine, it's probably a much better alternative for them.

The NG assisted local PD during Katrina response. Again, that is something that I don't deny has happened and it has always been at the request and in cooperation with local/state government.
