OPM's acting director Charles Ezell in a memo Thursday announced the classification change to chief human capital officers, or CHCOs, saying their roles go far beyond technical matters.

"The modern CHCO makes, implements, and advocates for some of the most controversial policies in modern American politics on behalf of their Agency Head and the Administration," the memo said.

The shakeup is the latest effort on behalf of the administration to gain more control of the federal bureaucracy, a job that has fallen primarily to Trump's billionaire ally Elon Musk, who oversees the effort to reduce government waste.
