The president said he would bypass Congress rather than ask for approval for his military campaign against drug traffickers, even as he said it would expand from sea to land.

imo, that is likely one reason why Pres Trump wants his shutdown to continue, i.e., there is no real Congress while there is a shutdown.

This case is a particularly yuge joke... he controls the entire Congress, but won't ask for their Authority?

Because what he's doing is so patently stupid that even a couple of his own in the Congress might balk.
