Canada PM Mark Carney can do it. He was head of the Bank of England and Canada before becoming PM.
He was smart enough to have King Charles open up Canada's Parliament last year, something only done two or three times previously.
This PhD Trumpf-proofed Canada by passing legislation making trade and investment flow easier through the provinces which have different laws and powers than American states.
PM Carney got Canada into the Re-Arm Europe program ahead of schedule to by-pass the US and NATO.
He is getting Canada to deal more with Mexico and China, skipping around the US.
Unlike his amiable predecessor Justin Trudeau, PM Carney is unafraid of Israeli PM Benjamin Netanyahu, so he recognized the State of Palestine. To politically defend Greenland, Carney opened up a needless Consulate-General up there.
