NEW: In a blow to Democrats, the Supreme Court of Virginia allowed a ruling blocking the certification of last week's redistricting special election to stand -- for now. Though not final, the decision raises concerns that the state's highest court could overturn the will of Virginia voters.

Fully expected. All of these redistricting schemes will ultimately end up in front of the state supreme court as they are generally unprecedented actions.

The Virginia Supreme Court did not negate the lower court's decision, it only paused the case while it decides upon the case.

Though, such a pause sometimes indicates how a higher court is thinking of ruling.

That said, this is not yet decided.
