At the moment he drew his weapon, he had no way of knowing her intent.
Was she about to turn left toward him or right and away? From his position, that uncertainty matters.
Put yourself in his place. He could reasonably have believed his life was in danger. An automobile can be used as a weapon.
A self defense claim may reasonably be valid and succeed.
Riots will follow....but realistically, they were going to happen anyway.

I think they do all the time.
In fact, there's a court case going on right now about a school shooting and a law enforcement officer didn't go towards the shooter holding back claiming he was giving directions.
I guess the sound of the gun wasn't obvious enough.
