Businesses want workers that can get the job done. The more skills and knowledge you bring to an interview, the better your odds are at getting that job. I don't think there is any way to force corps to rebate the money directly to customers, they probably couldn't do so even if they wanted. What could be done would be to publish the names of the corps receiving rebates with the expectation that customers could demand price reductions for future purchases equivalent to the size of the tariff rebate.
