I just have already addressed your prior comment twice. The Russians should not be allowed to do that. First, the pregnant woman should not be allowed to travel that close to giving birth so the kid is not born here. Second, the kid should not get birthright citizenship as stated above as the Russia is not subject to US jurisdiction.

Utter rubbish. Doesn't matter the nationality of the person. When they are on US soil. They are subject to the jurisdiction where they are physically present at the time. If you are in an airplane and you give birth over the United States your baby is an US Citizen automatically. The only exceptions are Diplomats and their immediate family members and heads if state and their immediate family members. They give up that right voluntarily due to the nature of their employment. Please do try again.
