Wrong. How does a city run its public transportation or fund its schools if the state doesn't give them the money? How do they fix their water problems if the state cuts the budget?
I grew up in a big city in a conservative state. The legislature actively fights the cities constantly.

I suppose their plan of bringing peace to Gaza by killing all the Palestinians would technically work.
