After years of Blue States supporting Red States with their tax dollars, maybe these folks are following their money.

This appears to be a political version of caudal autotomy.
That's the process used by some lizards to escape when caught in which their tail breaks off, allowing the rest of the lizard to get away.
This won't succeed because it's too little, too late.
