The campaign staff often reflects the candidate. Often, the staff is composed of people the candidate thinks aren't quite as smart as he/she estimates themselves to be. They're also eager to keep their paychecks coming, so candor in advice depends on the candidate's capacity for thinking outside of themselves.

So the answer to the question could be: Trump.
