FWIW, the State of Kansas routinely goes through lawsuits filed by the public schools over funding.

In those cases, the courts rule the funding isn't sufficient and the legislature is ordered to change the funding.

Now the reason why the state supreme court can do this is because there is a constitutional requirement to "adequately" fund public schools.
