Actually, I think this is saving money. Consider the cost of a murder. A human costs about $100,000 to feed, clothe, educate, medicate, entertain, etc... to age 18, maybe a lot more. And that same person is supposed to produce about $1+ million in goods and services over their lifetime. And a third of that is tax revenue.

People are expensive and valuable.

Stopping the rest of the crime probably helped a bit too. Plus, it helps to stop business theft.

Between 1901 and and 1928 Blacks had the same poverty rate, same crime rate, and same marriage rate as whites. It was called the Black Renaissance. You never heard a gunshot in Harlem.
