The payment was to Reuters Special Services which is a separate company that provides cybersecurity services. If you looked further into the details you found they were providing the US government services to protect against social engineering attacks.

I've read the bill. Without even getting into the issue or my opinion of the purpose of the proposal I'll just say it is very poorly crafted and does not seem like a serious piece of legislation. I think the particular senator pushing this is just using it as a means to draw attention to his name.

This is the same thing that Trump did to the Palestinians in 2020. They included Israel, Turkey, UAE and Saudi Arabia but excluded Palestinians. A few years late we now have Trump and Israel conspiring to commit genocide against the Palestinian people. Ukraine, or anyone else for that matter, have no reason they should trust Trump.
