Administrative warrants are never authoritative enough to enter private property. Period.
Well SCOTUS ruled it is ok under administrative warrants if there is probable cause in civil cases (remember immigration is a civil issue).
Name the case.
SCOTUS held WI probation officers could enter a residence without a warrant and based only on reasonable suspicion. While the 4th Amendment applied "reasonableness" is not the same as in the "criminal" context.
