POTUS is in charge of the National Guard in the District of Columbia through the Department of Defense.

Oh and we're almost done nixing these idiots government healthcare so when they do injure themselves over by trying to be a human shield against a moving government vehicle they'll go into debt (and eventually bankruptcy) to resolve their self inflicted medical problems. Either that or State taxpayers will have to pick up the tab. Literally everyone wins!
