They have the capability. If you surrender and the Ukrainians give you back in a prisoner exchange, you'll probably wish you took your chances on the line.

There's always ongoing improvements. Everything gets built according to the Harris County Flood Plan. When there's development you have to build in the infrastructure to handle the runoff. Then once in awhile when a major storm hits, there's usually a bond vote that follows and a lot of improvements get paid for at once.

Because that's when it's easiest to pass the bond.

Nope, a tremendous amount of money goes into flood control and infrastructure hardening after every hurricane. Unlike other government projects, you can actually see those funds get spent (minus what's lost to corruption).

The poor Houstonians that have flocked to the cooling centers aren't exactly Trump's demographic.

Pay ain't great. You're going to have a hard time requiring expensive testing and certification for a job that pays $12k - $90k a year, with apprentices frequently working for free.

The outdoor pyro guys for events like air shows have certifications to use those explosives, but they're almost all blast miners by profession who do pyro demos as a 501C business they do because they love it.

Russia is making rational war time decisions given their circumstances. Bombing a children's hospital just to bomb a children's hospital with a diminished supply of Kh-101 missiles is an irrational action. For it to be rational, the hospital is being used for other purposes in addition to it's primary one. Same thing Hamas does.

Run away and come back after the flood recedes. They issue an evac order if it's going to be very bad.

How better to do that than to bomb the Okhmatdyt children's hospital?

The irony hurts. When it was 2020 and I said Biden is the only one that can win, and most people wanted anybody else.. I know how they feel now, except this time the odds are worse.
