With 20/20 hindsight, there's no doubt that Garland made a bad decision. It would appear to the jaundiced eye of suspicion that he decided it was more important to protect the reputations of a vast (and global) myriad of VIPs who, financially or ~ otherwise ~ (if you get my drift) profited from their association with Epstein.
I cannot say with any certainty that I think the decision was his alone. I can only surmise that the level of intense VIP pressure from outside forces could have been, right or wrong, a contributing factor.
Therefore, I'm not so quick to condemn.
