CA spent $24B on homelessness in 5 years, unknown outcomes

Despite the roughly billions of dollars spent on more than 30 homeless and housing programs during the 2018-2023 fiscal years, California doesn't have reliable data needed to fully understand why the problem didn't improve in many cities, according to state auditor's report. "This report concludes that the state must do more to assess the cost-effectiveness of its homelessness programs," State Auditor Grant Parks wrote in a letter to Gov. Gavin Newsom and lawmakers.

Well, yeah. That is a good thing, no?

A project did not give the intended results, so it must be re-evaluated.

and it seems that the process is working as expected.

A government project did not deliver expected results, and now the state is backing off and re-evaluating.

They're trying to do better. That's why they send people to houston to learn how they do it.

Unfortunately, both california and houston are financial disasters at the moment.
