Have to wonder how many people here have actually been on a long-haul flight. It's generally recommended to get up and move around every few hours, to avoid blood clots

Several, but you still keep your seat belt on while seated. If 25 people are up and walking around you've got a problem.

What is the maximum number of people who should be allowed to stand up or move around on a flight at any given time, including crew members, then?

Some of those 18 passengers who needed to be evaluated could have been in their seats with their seatbelts fastened at the time.
