The Weather Channel: The Atlantic Basin is finally waking up after an almost three-week slumber. After Gabrielle, we're watching another tropical wave for development. Here's the latest.

But an interesting question emerges ...

With the uber-warm waters of the Atlantic Ocean, why aren't there more hurricanes?

The current data seems to point to the vertical wind shear that seems to be preventing the hurricanes from ramping up.
